Mr. Ostman has 35 years of financial and business management expertise with over 19 years as a senior-level healthcare professional. He has led and consulted with entities operating in the home healthcare, medical staffing and business outsourcing industries. As Chief Financial Officer for a national medical staffing company ($267 million revenues), he helped finance and build an $85 million home care company. This business operated 35 CHHAs in 22 states, offering diverse services for programs such as Medicare, Medicaid, Medi-Cal, multiple state wavier programs, insurance and managed care contracts, and private duty services. In other transitional financial management and consultative roles, he has worked with non-profit home healthcare operations and has served as a healthcare consultant for private equity investors.
After earning his Bachelor of Science in Accounting, Neal obtained his Certified Public Account and Certified Internal Auditor certificates. His progression of responsibilities moved from auditor, analyst, manager and accounting director levels to CFO and the position of President/COO. As CFO, he built the accounting and financial teams, implemented GL and reimbursement systems, led acquisitions providing accretive earnings and new services supporting the growth of one business from a $65 million primarily franchise company into a nationwide leader of healthcare services with annual system-wide sales exceeding $300 million. He has successfully dealt with complex RFP and risk-sharing performance based contracts involving state and local governmental entities.
Neal has also been the senior executive responsible for the non-financial areas of risk, legal, purchasing, and information technology departments. With this depth of experience, he can quickly assess a wide range of cost/benefit alternatives and find optimum solutions. Neal provides a value-add which can improve enterprise profitability or its scale via improved financial operations, company reorganization, cost-cutting or via the development and institution of new services.
